In order to strengthen the prevention and control of hazardous waste pollution, consolidate and deepen the effectiveness of standardized environmental management of hazardous waste, further promote the municipal and county governments and relevant departments to implement the responsibilities of hazardous waste supervision, strengthen the capacity of hazardous waste supervision, utilization and disposal, and promote the units producing and operating hazardous waste to implement various legal systems and relevant standards and specifications, In order to comprehensively improve the standardized environmental management level of hazardous wastes and effectively prevent and control the environmental risks of hazardous wastes, the general office of the Ministry of ecological environment has issued the work plan for national standardized environmental management assessment of hazardous wastes during the 14th five year plan (HBS [2021] No. 20) (hereinafter referred to as the plan). The following requirements are put forward, which should be carefully implemented in combination with the actual situation.
1�� All municipal and county eco-environmental bureaus shall fully understand the importance of hazardous waste pollution prevention and control, earnestly shoulder the regulatory responsibility for hazardous waste pollution prevention and control, incorporate hazardous waste management into the annual key work, clarify the division of responsibilities, and ensure that hazardous waste generating units and operating units implement the requirements of various laws, regulations, standards and specifications of hazardous waste.
2�� The ecological environment bureaus of all cities and counties shall establish and improve the list of key supervision units of hazardous waste in combination with the actual situation of their jurisdictions, and timely update it, further promote the information management of hazardous waste, and strengthen the management plan, application and registration of hazardous waste. Since 2022, the Provincial Department of ecological environment will formulate the annual provincial assessment work plan before January 31 each year; The ecological environment bureaus of cities and counties shall formulate the annual assessment work plan of their jurisdiction before the end of February each year (the assessment work in 2021 shall be implemented with reference to the plan), and clarify the annual work priorities and work requirements.
3�� All municipal and county eco-environmental bureaus shall, in strict accordance with the requirements of assessment indicators for standardized environmental management of hazardous waste (industrial hazardous waste generating units) and assessment indicators for standardized environmental management of hazardous waste (hazardous waste operating units), assess the hazardous waste generating units and operating units within their jurisdiction, and truthfully record the assessment. For the problems found in the assessment, the ecological environment bureaus of all cities and counties shall urge the enterprises to rectify. The Provincial Department of ecological environment will conduct random inspection from time to time and incorporate the results of standardized management of hazardous waste into the assessment system of environmental protection objective responsibility system.
4�� All municipal and county eco-environmental bureaus shall conduct self-assessment and scoring in strict accordance with the assessment index of standardized environmental management of hazardous wastes (competent department of ecological environment), summarize the assessment of standardized management this year, and submit the above two materials to the Provincial Department of ecological environment before December 31 of each year.
